Cowan Boulevard to Close for 3 Weeks Beginning October 21st Between Hospital Drive to Snowden Hills for Sewer Main Replacement

(Fredericksburg, VA) October 8, 2024 — As reported in July, approximately 1,480 linear feet of sewer main is being replaced through the Belmont Apartments and under Cowan Boulevard which includes the section that failed on New Year's Eve 2023 and resulted in a Cowan Boulevard emergency closure in January of this year. The City's Public Works Department and its contractor, W.C. Spratt, have been working to replace the sewer main since last winter. Replacement of this essential sewer infrastructure is now roughly 80% complete.

We are now heading into the last segment of this important project. Beginning Monday, October 21st, Cowan Boulevard will be closed to all traffic, 24 hours a day, seven days a week, in both directions between Hospital Drive and Snowden Hills Boulevard. This temporary closure is for work to install the new sewer main crossing under Cowan Boulevard. There are a number of underground utilities that the contractor will need to cross while installing the new sewer main, which necessitates the road segment being closed for approximately 3 weeks. The traffic detour will utilize Hospital Drive, Mary Washington Boulevard, Fall Hill Avenue, and Carl D. Silver Parkway. Please be alert in these areas and watch for traffic detour signs. Update on Learning Lane Emergency Stormwater Repairs

(Fredericksburg, VA) October 9, 2024 — The City contractor has completed the first step, which involves the removal and relocation of a sanitary sewer main that was located above the failing stormwater culvert pipes. Part of this work involved adjusting a portion of the sewer main crossing from Route 1 and relocating the sewer main to tie into another downstream manhole.  The other part of this work involved installation of a portion of the sewer main from the Lafayette Elementary School to tie into a closer downstream manhole. This was important work to complete first. With removal of the conflicting sewer main above the failing stormwater pipes, the new concrete culvert stormwater pipes can be raised in elevation that minimizes work downstream.

With the conflicting sewer main removed, the City’s consultant, Brudis and Associates, Inc. (BAI), has adjusted the proposed culvert design with a 3-foot separation from the existing sanitary sewer main located under the stormwater pipes improving the future integrity of the sanitary sewer system.  The improvement also resulted in an adjustment of the downstream concrete endwall, and the revised consideration has been provided to the concrete precast company’s structural engineers. The City will publish an updated project completion timeline once an estimated delivery date on this new concrete endwall is received. The City and partners (BAI-design firm, W.C. Spratt Construction, CP&P concrete precast) remain committed to providing a sustainable drainage solution, that will last into the far-off future, while preserving and improving the current sanitary sewer infrastructure.
